Therefore, when the market mechanism fails, the government’s reserve role needs to be played, and the normal reserve strength needs to be further increased.
As for the monopoly of API and preparation market, it is difficult for the anti-monopoly fines to play an effective disciplinary and deterrent role, and it is also difficult to investigate and obtain evidence. The current punishment measures are not strong enough, so they cannot play a sufficient deterrent role.
